It's unlikely that there was no single stable build for a month and something. It looks like there is something wrong with the build itself:

We are in the middle of updating the test infrastructure to use puppet which has left the Trac test configuration temporarily in a broken state. I apologize for the inconvenience. We are planning to have this back up and running soon.
