I am working with:
Version: 3.0.0
Build id: 200307120010

In the preferences, I have setup new views to open as fast views. But when I
actually open a new view, it appears as a docked view.

This still seems to be occurring. I am on:
Version: 3.0.0
Build id: 200406030854
on a Windows XP machine. Will this be rectified for 3.0?

Which perspective and view?  If the perspective already has a placeholder for
the view, it is used rather than honouring the preference.

For example, the following works for me:
- Window > New Window in Java perspective
- Window > Show View > Error Log
- Error Log appears as a fast view

However, 
- Window > Show View > Navigator
results in the Navigator being docked with the Package Explorer because the Java
perspective has a placeholder for it there.

ok - i get it. The views that i tried did have placeholders in the perspective.
thanks for the prompt comment. Can you mark this bug a resolved? (I am not sure
which option to use)

Marking as a dup of an earlier report of the same problem.
The fact that you went to the trouble of reporting it suggests that this
behaviour is unexpected at the least.
