It's provided by jvm 6. Maybe it could be delegated to an optional feature or replaced with imported packages or something equally tricky to make it removed form main mylyn features.

The soap bundle isn't supported any longer and not consumed by connectors that are part of Mylyn. Nevertheless, the java.xml.soap bundle should be removed when migrating to 1.6. I'll make a note on bug 383907.
