In 99% of the cases I want to use the File search but in most cases I end in the Java or Plug-in search. 

Is it possible to define the default search tab via a preference setting or via a different mean.

If not would it be possible to add such a preference?

Search dialog is owned by Platform Text

Fix for bug 33710 should do the trick.
