As of this writing, this class has been copied by Team and ExternalTools.  
Previously Team also had their own home grown implementation too.  Leads one 
to wonder how many other home brew implementations under different names there 
are.

This seems like a generically useful class.

OK.  It would be better if there was some decoupling between this and the 
preference store though.  i.e. what if I don't want to save the dialog's state 
in a pref.

I believe this is a duplicate of Bug 54347.
