Setting the property:

osgi.support.multipleHosts=true

in configuration/config.ini enables fragments to attach to multiple hosts (with the same bundle symbolic name, of course), as per the OSGi Core spec. In Virgo 3.5 and earlier, as in vanilla Equinox, this is not the default.

It seems reasonable to change the default for Virgo in line with the general philosophy of maximising compliance with the OSGi specifications. However, this change will need to be documented in the migration notes as some users may need to configure the setting to get back to the previous behaviour.
