Build ID: TCF 1.1 nightly 2012-10-17 on Eclipse 4.2.1 SDK

1. Launch Eclipse SDK 4.2.1
2. Install Target Explorer from Juno or 
   http://download.eclipse.org/tools/tcf/builds/development/nightly
3. Restart, open "Terminals" view
4. Click the "New Terminal" button in Terminals View, create SSH
   connection to "build.eclipse.org" with default iso-8859-1 encoding
5. Click the "New Terminal" button, create SSH connection to "host2" with "utf-8"
6. Click the "New Terminal" button, click the "build.eclipse.org" dropdown
   --> Proposes opening a new build.eclipse.org terminal with "utf-8" encoding

Expected behavior is having saved the "iso-8859-1" encoding default for
"build.eclipse.org" since an encoding is typically associated with a given host
or saved connection.
