eclipse.platform.text.patch

For Tycho to generate Eclipse-SourceReference headers a new property needs to be added to the pom ${tycho.scmUrl} for each repo.

This should be included in both R3.8 and R4.2 branches.

Fixed in 'R3_8_maintenance' and 'master'.

Verified that the pom changes are in the repo.
