This patch gets rid of 2 build errors regarding constants GTK_TOOLTIPS_SET_ACTIVE and GTK_TOOLTIPS_GET_TIP_TEXT when compiling with GTK_DISABLE_DEPRECATED:

The code in java checks for VERSION>=2.12.0.  This patch checks for VERSION>=2.8.0.  

Wouldn't this be a problem for the versions in between?

My bad, I don't know why I put 2.8. Should be 2.12.
