System property "org.eclipse.debug.ui.debugViewToolbarVisible" does not get initialized properly.  It is only set on perspective change and when toggling the visibility, but not when the view is brought to top initially.
Thus clients currently cannot rely on this state in all cases.

and created a bug 385434 to fix in maintenance branch.

To correct the author field on the commit, I reverted the commit then re-applied it wiht correct author field:
