Open a file and put some breakpoints. Start debug session. "Do you want to switch to Debug perspective?" - Yes Debug perspective opens, debug session pauses on the breakpoint, but the Variables view is empty. If you click on the Variables view to move the focus on it the variables appear. Then you do not have this problem anymore. Seems to be a bit random and happens the first time only. Next debug will be fine.

Mike please revisit. This looks like a workaround for a bug which seems to be fixed now (see bug 380716 comment 4 for details). And if not, then this is something that should also go into 4.2.1.
