Build Identifier: Version: Juno Release Build id: 20120614-1722

As of Juno, it's no longer possible to dock the perspective bar on the left hand side. 

This bug is to plead for getting that feature (back) and to provide a bug that people can vote for. 

Reproducible: Always

Steps to Reproduce:
1. Go to Workbench
2. Right click on perspective bar
3. Notice that you can no longer dock the perspective bar on the left
