When multi-keys keybindings are used and the keyboard shortcut popup menu is present, the commands handler that implements the command for the binding will never be called.  When the popup is not present, the shortcuts are working properly.  This is very similar to very old bug 66182.

Tkae note that this is only a problem on E4, on 3.x version this is working fine
