Right now, in dialogs and properties views, the tooltiups for the label and fields both display a help messages.,  This should be changed to the following:

- Label tooltips display a gelp messges/description of the field
- Content filed display and help message if the filed is empty, or the fulll contents of the fiels if there is content.
