Build Identifier: Juno RC3 and newer

In the Juno epp cpp RC3, there are 2 Run main menu with different content. See attached screenshots. (C/C++ perspective)

In debugging a c or cpp project / debug perspecive, there are also 2 Run main menu.

I also re-test juno sdk rc4 with cdt 8.1 RC4, same problem appeared.

Reproducible: Always

It's nasty but it only happens on a new workspace.
