In bug 367458 we are beginning to move infrequently used actions from the inline commands to an Actions menu in the toolbar that operates on the selections.

To make this work well, we need to be able to pin section toolbars to the top and provide a quick way to get inline actions when needed.

This bug tracks moving the remaining git pages to use this approach once the infrastructure is fleshed out.
