Wrong display of Hebrew characters in caption of Properties view, platform - AIX

Reproducible: Always

Steps to Reproduce:
1.Run eclipse with Hebrew locale iw_IL. 
2. Navigate to File->new->Java Project
3. Type Hebrew project name ("AAA"), where A is Hebrew chararacter
4. Next
5. in "Java Settings" view, click on "Create new source folder"
6. Enter Hebrew folder name ("BB") where B is Hebrew character
7. Finish
8. In "Package Explorer" view, navigate to created Hebrew folder.
9. Right click, select "Properties"

Result:  Hebrew characters of directory name in Caption are displayed wrong

Moving back to UI, I believe this is where a fix is needed.

AIX is not supported for years now. Closing. Please reopen if issue happens with latest version on supported platform.
