I am not able to download the JDT Core Batch Compiler (ecj.jar) from the 3.8 or the 4.2 download page. This doesn't look like bug 378010. I am able to download the ecjsrc.jar but not able to download the ecj.jar.

Which downloads/URLs are you trying? I seem to be able to from few I looked at, I looked at M7 and I20120512-2100 and I20120513-1300. Such as the latter page leads me to:

This build seems to be good. Do you think anything changed here?

I was looking at all the other builds other then this :( - (I20120513-0740, I20120512-1940, I20120511-1900)

With I20120513-1300, I am having problem with many links..

If I go to, http://www.eclipse.org/downloads/download.php?file=/eclipse/downloads/drops4/I20120513-1300/eclipse-test-framework-I20120513-1300.zip, I could see the link for 'Committers & Friends fast download from Eclipse.org' is pointing to http://www.eclipse.org/downloads/download.php?file_id=0

Are you also seeing this or am I the only person who is running into this problem.

No nothing has changed here in the past few days, at least on purpose, at least on my end. 

And, I can "get" 
http://www.eclipse.org/downloads/download.php?file=/eclipse/downloads/drops4/I20120511-1900/ecj-I20120511-1900.jar

There's been some other recent "complaints" about friends URLs (bug 378434) though sounds like that was no bug, but maybe some other issue. 

If you continue to have trouble, maybe moving to "infrastructure" would be appropriate?

More information:
Here is what (I think) is happening.

Problem:
For many links in the Eclipse build page http://download.eclipse.org/eclipse/downloads/drops4/I20120513-1300/, clicking on them takes to the download page and on clicking on "Committers & Friends fast download from Eclipse.org" takes me to the page http://www.eclipse.org/downloads/download.php?file_id=0. 

Observations:
1. David Williams doesn't seem to be running into the same issue. Moreover, it seems to me that once he 'downloads', I could download too.
2. If I first download from "Main eclipse.org downloads area (http)" and then reload the download page, I could download from the "Committers link". 
3. I had checked with my colleague, Ayushman Jain, who is also running into the same problem.

FYI, the link I am trying out now is 
http://www.eclipse.org/downloads/download.php?file=/eclipse/downloads/drops4/I20120513-1300/org.eclipse.rcp-I20120513-1300.zip

This is a bug with the download page.  Since the file has never been downloaded, it is not in the file index, and hence doesn't yet have an ID.

Just to be clear, do you mean _my_ download page (for our Eclipse download page) or do you mean the download.php script? Or ... ? 

I thought we were "free" to use forms like 
http://www.eclipse.org/downloads/download.php?file=/eclipse/downloads/drops4/I20120513-1300/org.eclipse.rcp-I20120513-1300.zip 
and even if not mirrored, would go "straight to the file"? 

Just wanted to be clear if there was something I was supposed to do different.

Fixed.  If a file isn't in the index, it is added as soon as it's seen.

FWIW, you are free (and encouraged) to do so.  Your links are preserved should those files be moved to archive.eclipse.org, and download stats are tracked.
