mylyn.monitor.ui (repo commons) depends on context.core (repo contexts) which in turn depends on other plugins from commons. 

I'm not sure what is the proper order of building mylyn.

That is indeed a problem. Due to this problem it's not possible to build commons independently. Unfortunately our release builds are still monolithic in the sense that they build all sub projects in one pass.
