On startup, the Debug and the navigation toolbar buttons appear in the wrong order.

This changes on restart.

As I mentioned in bug 319704 (comment #41), the changes to the Run + Debug toolbar items are expected, they are part of the fix to bug 317182, and are now correctly located in the launch action set.

Yes, that's fixed.  But there's still a startup button ordering problem that gets fixed on the first restart.

It's not just the first time and not just with an empty workspace, but each time a new window is opened.

I cannot reproduce this anymore in 4.5.0.I20150203-1300. Please reopen if you are still able to reproduce this.
