That's fine, but ... a) there's no error message ... just fails in a bizarre way: 

Such as see bug 375807 comment 49. 

I suspect that someone doesn't have minimum bree set correctly?  Or, perhaps, simply "eating" some exception, instead of failing in the correct way? 

One implication is that care/investigation will need to be done on how to sign and "pack" with a Java 1.5 JRE. (so packed "source" bundles can more easily be installed).

Don't believe there could be an issue here, since we no longer use the base builder. (and, if anyone else does, and needs some change, please reopen and describe the problem.).
