While workbench help allows defining help working set, 2.1 infocenter users are 
presetned with advanced search dialog that shows only book and the selection is 
not persisted.  Infocenter should provide support similar to that of the 
workbench help.

The issue with working set was with persisting data for multiple users of the 
infocenter.
I have released code for supporting working set in the infocenter.  Data is 
persisted in cookies.  Multiple cookies are used if necessary (data does not 
fit into one), we set maximum at 15 cookies.
