The Contributions Review Tool is concerned exclusively with managing contributions made through Bugzilla. Contributions that are made through Git according to our process for handling Git contributions [1] may have a corresponding record in Bugzilla. Since the IP Log generator picks up properly-filed Git contributions, records of those contributions (including patches) in Bugzilla redundant and do not need to be tracked as well. The tool will flag the Bugzilla contributions and make a recommendation to mark them as iplog+. The most likely fix to this problem is to add text to the tool that describes the issue. FWIW, AFAIK, there is no consistent way to detect the duplication of a contribution that is marked in both Git and Bugzilla.
This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant. -- The automated Eclipse Genie.
With the addition of Gerrit/GitHub and the CLA/ECA, there's basically no need to track new contributions through Bugzilla; the tool should just be retired.
