When a formal review is transitioned from PREPARATION to DECISION, if the users have not completed their review, a warning dialog pops up with a message indicating so.  Since now we can assign elements to participants, we should make sure that this warning only shows if the participant haven't completed the review of their asssigned elements, not everything
