When I reload all plug-ins or just one I see "Reloaded plug-ins" message in the top-right corner. It should be shown by the notification area. Moreover if the operation takes time, there is no message about what is going on, just "Reloaded" message at the end.

we have a more general bug for sorting out message vs. status vs. notification, and this case is mentioned.
