Reproducible: Always

Steps to Reproduce:
Run the compliance reports for QM against our test server.
Open the generated HTML and scroll down to the first set of failures.  The OSLC spec compliance setting wasn't being looked up quite right, using the XPath in the junit-noframes.xsl.  The append-oslc-spec script also needed some tweaking, but not as much.

The fix from Richard is included in the push for 
   Bug 370444 - Rename contentTypeIsCMServiceDescription method and change the folder structure for compliance tool

This bug can be resolved.
