From the Hudson Governance Meeting 6th Feb

Due to having to un-bundle formerly core plugins such as Maven2 and Subversion, we need a mechanism to prompt the user on upgrade to install those plugins on install/upgrade.

This is especially needed as previous CVS plugins for instance may not successfully run under the new eclipse core.
