I manually installed Code Recommenders into and found this (old) Software User Agreement. I am pretty sure that there is a newer one dated from 2011:

The SUA is updated in all features and has been committed here: http://git.eclipse.org/c/recommenders/org.eclipse.recommenders.git/commit/?id=41cbb02fdb1dba7e5447bf8c205b40de0d7dbc10. The latest DEV and Train build should contain the correct SUA now.
