Build Identifier: 

Change set will include:

  - rename contentTypeIsCMServiceDescription (in ServiceProviderRdfXmlTests.java and ServiceProviderXmlTests.java) to responseContentTypeIsXML, and strict the checking - this rename is necessary so this test can be used for QM also

  - various change to the compliance toolkit
    * fix contentTypeIsCMServiceDescription related mapping
    * store the RQM baseline report 
    * refactor the folder structure so we have 
      ..\compliance\cm
      ..\compliance\qm                   
      ..\compliance\documentation
    * updated the doc on how to run the compliance test and generate report

It is fine if you want to split this to two bugs.
