It seems that IShellProvider is available at the top-level window level. 

Would it be also useful to have it at the application context level? See bug 370214.

Looking at the class hierarchy for IShellProvider we have quite a few implementations that probably needs to be combined.

We now have Eclipse 4.4 almost done and this was not necessary. Marking at WONTFIX
