In some cases a user might want to disable a plugin though not uninstall it. 

For example they might have a plugin that provides a file service that is only accessible when on a private network. They might disable that plugin when working elsewhere. Another reason to disable a plugin might be if the server offering the functionality is down and the user wants to avoid re-checking the server for a day or so.
