When sorting by Imported paragraph number, the sort is text based, not sorted by Imported Paragraph Number correct order. ReqNumbering has an example of the right comparator to use.

Created new Attribute basetype "OutlineNumberAttribute" and associated the ParagraphNumber sorter with it.  the Imported Paragraph Number column was originally had a StringAttribute basetype and was being sorted as a String.
