A bug reporter without editbugs permission can change Product/Component of a bug, but not the Assignee field, not even to the default assignee.

This causes bugs that are lost in between two components, since the assignee stays at the old value and thus the new inbox and listeners to it don't get a mail. Real-life example is bug 369990, and I just verified this in bug 370073.

Either Bugzilla also updates the assignee to the default assignee of the new component, or product/component changes should be forbidden for users without editbugs.

Indeed!  This is not good.

Someone has reported this to b.m.o in January ... So it has me thinking it's a regression.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
