Current org.eclipse.ui.workbench provides really nice Dialogs:

ElementListSelectionDialog

ListDialog

ElementTreeSelectionDialog

CheckTreeSelectionDialog

I can find them in a pure Eclipse 4 plug-in. Could they be transferred to another plug-in without dependency to the old workbench?

Looks to me like (almost?) the whole org.eclipse.ui.dialogs package could be moved to a new plug-in. As far as I see there are a few text dependencies but not much.
