For plain OSGi applications, resources can only be added to an application configuration, but they can not be contributed by other bundles.

We could track IResource implementations registered as a service, but this would mean to add those contributed resources to every application. Also, when the contributing bundle is started later than the rwt.osgi bundle, it might be too late to register the resource.
