The rejection notice of some lists is unclear:

You are not allowed to post to this mailing list, and your message has been automatically rejected.  If you think that your messages are being rejected in error, contact the mailing list owner at xxx-owner@eclipse.org

Some rejection notices have been updated to something much better:

You must subscribe to this list before posting.  Please go to
https://dev.eclipse.org/mailman/listinfo to subscribe to the list,
then try again.

I'm assuming we ran a bulk update on all the lists, but the new list default is the standard mailman message.  Here's what I propose:

1) the message be:

You must subscribe to this list before posting.  Please go to
https://dev.eclipse.org/mailman/listinfo to subscribe to the list,
then try again.  Perhaps you are already subscribed using another email address; if that is the case, please send email to this list using the email address you've used to subscribe.

2) run a bulk update of all mailing lists

3) change the default for new lists so that we never have to do this again

I believe there's a way to inject variables into these responses.  The list's listinfo URL would actually be better than linking to the generic listinfo page.

The only variable I've been able to include is the list owner.  We might be able to insert the list info url, but I suspect it would require we update the Moderator.py file.

Ok, I've updated the default config and have changed the nonmember_rejection_notice setting for all our existing lists to be the text from comment 0.
