Currently we don't export _all_ make variables into the environment.  Only environment variables already defined (before calling xdc) or variables explicitly exported by the makefile (via "export SOMEVARNAME") will be set when running a command.

Some toolchains (e.g. QNX) require environment variables to be set (e.g. QNX_HOST).  To create a target with these requirements, we need to enable that target to export these variables into the spawned environment.
