This is the third contribution for Debug.  It addresses various issues (some listed below) and greatly improves its stability.  I will provide the git location details in the next comment shortly.

- persists debug ports
- adds disconnect option for connections
- updates Connections page according to url changes and tab closures
- improved port input prompter
- handles un-debuggable tabs (ie.- Chrome dev tools already open on it)
- "Sorry, not supported..." shown for non-Chrome users
- various bug fixes
