Build Identifier: 

Need to refactor the test suite. Changes include
- replace the "rtc" with "cm" so it is clear the compliance tool today has the CM capability 
- the compliance toolkit can save junt test results and report to provider specific directory
- fix some incorrect CM requirementing and tests mapping
