We are going to need a way to link to a preference page pointing at a particular category.  This will be necessary so we can link to a certain set of preferences from another page.

For example, from the repo page, we would want a preferences link to the repo preferences.

This is also going to be needed to retain the browser history.
So that if you go somewhere from the prefs page and navigate back, you get back to the last category you were on.

actually, this got implemented in 0.4 RC1 (I opened a duplicate without realizing it, bug 371146).
