Pull EMF and Xcore from ssh://git.eclipse.org/gitroot/emf/org.eclipse.emf.git and invoke "Generate Xcore Xtext Grammar" from the provided launcher.  You'll see it generates this bogus exported package in the MANIFEST.MF

 org.eclipse.emf.ecore.xcore.jvmmodel

This was fixed xtext-core #8384f2f4209870d95358c4a6fdea0781b8837a1a (2.5.0) by introduction of the 'skipExportedPackage' option to the XbaseGeneratorFragment, which is used by Xcore.
