birt report designer is not setting all properties in some particular scenarios. like tables page break properties inside a group.

Reproducible: Always

Steps to Reproduce:
1.create a new birt report. 
2.in design mode create a table group.
3.in table group create a grid. 
4.in a grid create another table.
5.enter some fields.
6.now change the page break settings. "page break inside" property is not working correctly. try to change default page break settings.
