There is a huge regression (~300%) in this test (FileSystemPerformanceTest#testPutFileInfo) on one of the windows box. On the other machine the degradation is not consistent and hence this could be a noise. However, as the regression is huge, I am filing this bug.

This is surely a test machine problem. From the latest map files I can see none of this code has changed since October 2011, and the native implementation of putFileInfo hasn't changed since April 2011:

What build did this regression start in?
