Can you provide more information to help us investigate this problem?
* How are you trying to use the SOCKS server connection? - full scenario would be welcome
* Can you attach the log?

From the log you attached it seems that you have a problem with your secure storage. This may be the reason why your proxy setting cannot be ready correctly.
Try some advice from "Resolving problems" section from this link:
http://help.eclipse.org/indigo/index.jsp?topic=%2Forg.eclipse.platform.doc.user%2Freference%2Fref-securestorage-start.htm
Than try to set up you proxy again.

Tried accordingly, still not getting connected...
I forgot to mention, The internal browser within the Eclipse is working..
It is not fetching the Updates & 3rd party plugins...

The log you attached gives us two information:
1. The secure storage is not working correctly
2. Proxy properties are not read correctly
Because proxy properties are stored in secure storage I assumed those problems are connected. Please attach a new log and I'll see if you fixed your secure storage and if information about wrong proxy properties are still present.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.

If the bug is still relevant, please remove the "stalebug" whiteboard tag.
