trying to use move command to move a file to a read only folder an exception occurs with a dialog saying "problems while moving resources" "permission was denied" abort or undo 
trying to move a file using drag and drop to a read only folder nothing happens 

Reproducible: Always

Steps to Reproduce:
1. select a file
2. right click and choose move command
3. choose a read only folder

This is not a bug in PDE.  Sounds similar to bug 171423 so I am marking as a dupe.
