The page http://download.eclipse.org/e4/downloads/drops/R-0.10-201007271415/index.html names quite a number of downloads of Eclipse 4 version from June 2010.

None of the download links that I tested work. Also the link into the archive doesnt do anything. Maybe this page should be removed altogether..

Well the e4 download itself is still working fine. What's broken is the list of prerequisites, which have all moved to archive.eclipse.org in various places. Maybe we can just leave the list but remove the hrefs for all the pre-reqs.

For historical information the list of prerequisites is still useful, even if the links no longer work.
