The portal site uses the Bugzilla DB and ldap to authenticate.  This is deprecated.  We should switch to using the site login/SSO facility provided by Phoenix (which centralizes around LDAP).

The new project infra uses LDAP.  In speaking with Nathan, we agreed that it would be highly desirable to implement a drupal auth around the Site login for improved SSO.
