Inconsistent validation of Navigation rule "Outcome"

Reproducible: Always

Steps to Reproduce:
- open faces-config and define a navigation rule from page1 to page2 with "greetings" outcome (NOTE: page1 need not contain greetings definition)

NOTE: If page1.jsp is a valid file then there is no validation to check the definition of "greetings".

- On Navigation rule tab, select page1.jsp and modify to page_err.jsp (non existing file) and save file

Now, there is a validation for un-defined outcome. 

NOTE: Also, the source view doesn't validate invalid outcome.

Expected: The validation of "outcome" is consistent on both Navigation rule & Source view.
