It would be helpful to have an option to create new JSP pages on Faces Config | Navigation Rule tab 

Reproducible: Always

Steps to Reproduce:
- Faces config | Navigation Rule tab

Currently, we can only create rule by selecting existing JSP pages. It would be helpful to provide the following usecase:

- From Palette | drop a page node and double click on it should bring up "New JSP File" wizard

NOTE: This usecase will also take care of modifying existing navigation rule to reference a new JSP page.
