Orion build: I201201022230

A minor issue with the menus, but one that happens to me a lot.

1. Go to the navigator
2. Hover over a dropdown menu so that the "Actions menu" tooltip appears.
3. Left-click, which will open the menu.
4. At this point, depending on where you clicked the dropdown icon, your cursor may not be hovering over the first menu item. This creates a weird visual where the "Actions menu" tooltip remains visible, and covers up the items in its own menu (see screenshot). It remains like this until you move the cursor elsewhere.

fixed.  this also fixes the "tooltip obscures slideout" problem.
